Photoshop???

just use one of those menu on top select filter and then all those options that dropped down, choose from one of those art styles...
yes, I think this is possible with photoshop.. it looks like they put a photo on a board, then converted to black & white and then took a lined texture ora brush over the picture to give it that look
The effect is a line halftone and is available as an option under Filters.
Didn't anyone actually ..ya know...read the artists' comments? It's a stencil... it's a printout of a picture in B&W, with parts of it cut out with a sharp knife and the results tacked onto a piece of cardboard. Sheesh! Take a picture. Desaturate it. Play with the levels until you're happy with the dark/light ratio. Print it and take a knife to it.
